Description
Northamptonshire County Council wishes to appoint a Contractor or Contractors to provide a Building Fabric and Glazing Reactive Maintenance service across a range and variety of sites and properties within the geographical boundaries of the county of Northamptonshire. There will be three separate Lots and Bidders will be able to bid for one or more of the Lots:

LOT South (approx 80 sites in South of County)
LOT Central (approx 80 sites in Central County)
The successful Contractor or Contractors will be required to provide a call-out service to undertake reactive maintenance works on building fabric and glazing on Council non-school buildings. For the purpose of this procurement exercise reactive maintenance can be considered as a repair to, or a replacement of, an element of the building fabric and glazing.
The Council provides a 24/7/365 reactive maintenance service for non-school buildings. Reactive maintenance works can be categorised as emergency, urgent or routine - the purpose of which is to ensure that labour is directed to the building(s) where most needed given the demand at any specific time.
Emergency call-outs are those where a defect or fault may give rise to an immediate/serious risk of injury to people or where a defect or fault may give rise to an imminent building collapse or partial collapse of structures, or where the total/partial loss of power or heating or water supply may affect the 24 hour operation of certain premises, ie residential units and fire stations.
Urgent call-outs are those where a defect or fault may give rise to a situation which significantly disrupts the normal use of a building or a service and which could quickly escalate into an emergency situation.
Routine call-outs are those which have no immediate impact upon the safe operation and use of buildings or services.
Bidders will be expected to be able to provide evidence of competency in all forms of building construction in respect of both wet and dry trades i.e. bricklaying, plastering, joinery etc with particular emphasis on maintenance and repair rather than new installation.
